17 Every generous act of giving, with every perfect gift, is from above, coming down from the Father of lights, with whom there is no variation or shadow due to change.^*

²⁵ Long ago you laid the foundation of the earth,
   and the heavens are the work of your hands.
²⁶ They will perish, but you endure;
   they will all wear out like a garment.
You change them like clothing, and they pass away;
²⁷   but you are the same, and your years have no end.

⁹   remember the former things of old;
for I am God, and there is no other;
   I am God, and there is no one like me,
¹⁰ declaring the end from the beginning
   and from ancient times things not yet done,
saying, ‘My purpose shall stand,
   and I will fulfil my intention’,
¹¹ calling a bird of prey from the east,
   the man for my purpose from a far country.
I have spoken, and I will bring it to pass;
   I have planned, and I will do it.

¹⁷In the same way, when God desired to show even more clearly to the heirs of the promise the unchangeable character of his purpose, he guaranteed it by an oath, ¹⁸so that through two unchangeable things, in which it is impossible that God would prove false, we who have taken refuge might be strongly encouraged to seize the hope set before us.

6 For I the Lord do not change; therefore you, O children of Jacob, have not perished.
